Jobs and Economic Impacts

Gulf of Mexico Seafood Information Website

Seafood buyers and other interested parties now have access to a one-stop-shop for the information they need to be confident that seafood harvested from state-managed fisheries in the U.S. Gulf of Mexico is sustainable.

A collaboration among the five Gulf states, the Gulf States Marine Fisheries Commission (GSMFC), and NOAA Fisheries, GulfFishInfo.org, or Gulf FINFO, gathers information from fisheries experts from across the Gulf states and puts easy to understand, science-based facts about Gulf state fisheries.

The site profiles top Gulf fisheries, with information ranging from basics about species biology and habitat to how fisheries operate and how each state ensures these operations are sustainable.

The site also provides a platform for authorities to communicate how they conserve and manage fisheries in Gulf state waters. Gulf FINFO complements FishWatch.gov, which covers fisheries in federal waters.

Gulf of Mexico Shrimp Species

Several species of warmwater (penaeid) shrimp are found in Gulf of Mexico, including white shrimp (Litopenaeus setiferus), brown shrimp (Farfantepenaeus aztecus),  pink shrimp (Farfantepenaeus duorarum), royal red shrimp (Pleoticus robustus or Hymenopenaeus robustus), and rock shrimp (Sicyonia brevirostris).

Gulf shrimp are harvested from Florida to Texas. According to NOAA's Fisheries Economics of the United States 2009, Gulf of Mexico shrimpers averaged $409 million in landings revenue from 2000 to 2009.

During the period, shrimp was the most valuable catch for fishermen in Alabama, West Florida, Louisiana, and Texas. Louisiana fishermen landed the most shrimp, exceeding 100 million pounds annually.

Declines of gulf shrimp landings and values during the period were due to falling ex-vessel prices.

Roughly 68 percent of of the shrimp harvested in the USA comes from the Gulf of Mexico.

Gulf of Mexico Seafood Testing Continues

NOAA has announced that it is continuing to re-test seafood from the Gulf of Mexico, with re-testing scheduled to run into the summer.

Before waters were opened to fishing, NOAA and FDA performed extensive tests on seafood from those waters, and NOAA has now completed two additional rounds of sampling and testing from reopened areas. According to NOAA, thousands of test results have indicated that Gulf seafood is safe from oil and dispersant contamination. 

In June 2010, NOAA, FDA and the Gulf states agreed upon an extensive sampling and testing procedure. Areas closed to fishing were reopened only when all seafood sampled in the area passed both the established sensory and chemical testing for oil and dispersants.

NRDC Study: FDA Underestimates Gulf Coast Residents Exposure to Carcinogens in Seafood

A survey of Gulf Coast seafood consumption habits released by the Natural Resources Defense Council reveals that many Gulf residents are eating far more seafood, far more often, than the federal government has acknowledged, bringing seafood safety standards under renewed scrutiny.

Significant discrepancies between estimates by the Food and Drug Administration and reported consumption rates were found, in particular, with regard to shrimp consumption: on the low-end FDA’s estimates were 3.6 times too low, and on the high-end, actual consumption exceeded FDA estimates by more than 12-fold.

"It’s common knowledge that people in the Gulf love their seafood. When we think of food from the region we think of po-boys and gumbo, oyster bakes and jambalaya. Yet despite this, FDA has been setting safety standards for cancer-causing chemicals based on nationwide seafood consumption rates -- failing to take the uniqueness of the regional diet into consideration. And this is a problem, because it means that current FDA standards may also be failing to adequately protect many people in the Gulf," said Dr. Gina Solomon a senior scientist with NRDC. In June 2010, the Food and Drug Administration (FDA) released a protocol for determining safe levels for cancer-causing chemicals from oil (PAHs) in Gulf seafood. The protocol was guided by seafood consumption rates derived from national data, rather than from a Gulf Coast survey or other surveys of frequent fish consumers.

Based on this national data, FDA assumed that people eat just two meals of fish and one meal of shrimp per week, with no more than 3 ounces of shrimp per meal (approximately four jumbo shrimp).

The NRDC survey, released in December 2010, looked at the eating habits of 547 Gulf Coast residents living in counties bordering the Gulf of Mexico in Louisiana, Mississippi, Alabama and Florida. The survey revealed that the rate of shrimp consumption in coastal communities significantly exceeded the estimates used by FDA to calculate a safe level of exposure to PAHs.

Actual consumption rates ranged from 3.6 to 12.1 times higher than FDA estimates. Some subpopulations, particularly Vietnamese-Americans, also reported appreciably higher seafood consumption rates across the board (fish, shrimp, oyster, crab), than other survey respondents and FDA estimates.

Although the survey did not represent a random sample, the results are noteworthy in that they clearly show that a considerable portion of Gulf Coast residents eat substantially more seafood than reflected in FDA’s risk assessment.

In addition, many of survey respondents may be more vulnerable to contaminants in seafood than FDA accounted for due to smaller body weight: 60% reported that they weighed less than the weight estimate used by FDA to establish seafood safety, and more than 40% of respondents reported having children at home who eat seafood.

NRDC and Gulf groups remain concerned that when coupled with increased consumption rates, this can result in a significantly increased exposure to cancer-causing chemicals. And while the FDA has posted data that show very low levels of PAHs in seafood, flawed sampling procedures have led many experts to doubt the reliability of those results.

“Many Vietnamese-Americans in the Gulf eat seafood almost daily. We need to know that FDA is using strong guidelines that protect everyone in our community, not just the people who eat four jumbo shrimp a week,” said Jennifer Vu, co-coordinator of Mississippi Coalition for Vietnamese-American Fisherfolks and Families.

In August, nearly two dozen Gulf Coast groups and NRDC commented on FDA’s assumptions in a formal letter to the Agency saying that, in their judgment, these numbers significantly underestimate local seafood consumption.

In light of the NRDC survey results, 36 Gulf Coast groups along with NRDC have sent a letter to FDA calling on the agency to expedite the reassessment of the cut-off levels used for contaminants in Gulf seafood to assure that local dietary patterns and other vulnerabilities are incorporated, arguing that FDA’s current contaminant cut-offs routinely underestimate local seafood consumption and are inadequate to protect the health of local populations.

Five Years of Disaster in the Gulf of Mexico

Five years ago, Hurricanes Katrina and Rita made landfall and became one of the most destructive disasters in U.S. history, ravaging the Gulf of Mexico coastline. Especially hard hit were the states of Louisiana and Mississippi.

Impacts were seen thru major decreases in landings of fish, shrimp, oysters and other seafood. Landing values for the following year showed losses in the millions, compared to the previous five year average's values. Although the Gulf of Mexico sea food industry suffered severe losses, it endured and regained great strength.

Again in 2010 disaster struck the Gulf of Mexico when the BP Deepwater Horizon incident became the largest oil spill in U.S. history.

Although these events have affected thousands of lives, the valiant people of the Gulf Coast will continue to provide fresh seafood to the USA.

Organizations Speak Out on Safety of Gulf of Mexico Seafood

As a precaution authorities closed federal fishing waters from the Mississippi River east to the panhandle of Florida for a ten day period, but fishing continues on the west side of the Mississippi River. The closure will be in effect for 10 days, from May 7, 2010, through 12:01 a.m., local time, May 17, 2010, unless conditions allow NOAA Fisheries Service to terminate it sooner. According to the FDA, fish and shellfish harvested from areas unaffected by the closures are considered safe to eat.

“Areas outside the closed area account for more than 2/3 of the Gulf Shrimp production. Seventy percent of the Gulf harvest remains untouched by the oil spill,” said David Veal, Executive Director of the American Shrimp Processors Association. “Hopefully the only impact on the industry will be a slight delay in the opening of the brown shrimp season.” The Gulf shrimp industry produces approximately 180 million of the 1.2 billion pounds of shrimp consumed in the United States.

According to government sources, the FDA, NOAA, EPA, state authorities in the regions affected by the recent oil spill and other authorities are monitoring the situation.

The FDA states that "Although crude oil has the potential to taint seafood with flavors and odors caused by exposure to hydrocarbon chemicals, the public should not be concerned about the safety of seafood in stores at this time. There is no reason to believe that any contaminated product has made its way to the market."

Federal and state officials have announced monitoring efforts for the waters from which Gulf coast seafood is harvested. NOAA has the authority to close Federal waters to commercial fishing and states have the authority to close waters within the state 3-mile limit. If adulterated seafood is found on the market, both the FDA and the states have the authority to seize such product and remove it from the food supply.

Gulf of Mexico Red Snapper Recovering

A recent scientific update on Gulf of Mexico red snapper shows that fishermen may be able to catch more fish next year. “The update showed harvest levels were still a bit too high in 2008; however, scientific projections are promising for 2009, indicating that the stock may improve enough to support higher harvest levels,” said Dr. Bonnie Ponwith, Southeast Fisheries Science Center director for NOAA’s Fisheries Service. “This is very exciting news and is evidence of how science and management can work together to protect our natural resources.”

Historical records indicate fishermen have targeted red snapper in the Gulf of Mexico since the late 1800s as a subsistence fishery. However, fishing pressure became too great throughout the mid-1900s as coastal populations increased and saltwater sport fishing became more popular. Heavy fishing since then brought this population to a level that could not be sustained or reproduce as much as it could.

In response to the poor condition of this once prolific population, the Gulf of Mexico Fishery Management Council began to address the issues in the mid-1980s. The actions taken by the council have ranged in variety and degree, from adjusting recreational size limits to implementing a catch share program for commercial fishermen in 2007.

“This has been our most challenging fishery issue in the Gulf of Mexico to date,” said Dr. Roy Crabtree, southeast regional administrator for NOAA’s Fisheries Service. “The Gulf Council deserves a lot of credit for making some very difficult decisions and commercial and recreational fishermen deserve equal credit for complying with the regulations to help this species recover.”

The red snapper population is still a long way from making a full recovery, but reducing fishing pressure has expedited the recovery process and continues to provide long-term benefits to the fish, as well as to those dependent upon it for business and recreation. As the species’ condition continues to improve, fishermen are reporting red snapper in areas where they haven’t been seen in many years, such as off of Tampa Bay, Fla., and southward.

The scientific update was completed by a panel of experts selected by the Gulf Council and comprised of academic, state, and federal scientists. This panel presented their results to the Gulf Council’s Scientific and Statistical Committee in early December.

The Gulf Council may review this information at their next meeting in February in Mobile, Ala., and make a recommendation to NOAA’s Fisheries Service to increase the current red snapper catch levels. The update suggests the current catch level can be increased from five million pounds to slightly more than 6.9 million pounds.

While this is good news, an increase to the total allowable catches may not support an increase to the length of the recreational fishing season. Preliminary data indicate the recreational fishery exceeded its annual quota by more than one million pounds in 2009. Any decision regarding the length of the 2010 recreational fishing season will need to take into account final information on the extent of that overage. NOAA's Fisheries Service will determine the length of the recreational season early next year; however, the season will begin on June 1.

It is important to note that red snapper are managed separately in the Gulf of Mexico and South Atlantic (North Carolina, South Carolina, Georgia, and Florida’s east coast). Earlier this month, NOAA’s Fisheries Service announced a temporary rule to protect red snapper in the South Atlantic as its population is in poor condition, much like the Gulf of Mexico population once was. The temporary measures for the South Atlantic become effective on Jan. 4, 2010, and will not apply in Gulf of Mexico waters.
